High Cost Program Fee: Course List

The high cost program fee is assessed on specific courses based on those that require a lab component, special equipment, technology, specialized software, or additional personnel, such as laboratory technicians or clinical coordinators, to support instruction.  There are three levels of fees that may be assessed, depending on the expenses involved in a course: these rates are $5, $10, and $15 per credit.

If you are taking an Online or Hybrid course that is NOT on the High Cost Course list, then that course will be charged a Level 1 High Cost Program Fee of $5.00 per credit.  If your Online or Hybrid course is on the High Cost Course list, then the course will be charged the fee as it appears on the list.

Health Insurance

The Massachusetts Mandatory Health Insurance Law requires that all students  carrying 9 credits or more in the Fall or Spring terms must participate in the Massachusetts Regional Community Colleges' Student Accident & Sickness Insurance Plan or in a health insurance program with comparable coverage. This law does not apply to students who register for 9 credits or more only in the Summer term. If you have comparable coverage you may waive the insurance premium by filling out an electronic waiver on the NECC website. The deadline for submitting this waiver is the due date of your bill. If you have not completed an online waiver by the due date of your bill, it will be assumed that you do not have your own health insurance and the insurance charge will remain on your account.

Note: Programs such as Free Care, foreign insurance, Commonwealth Care, and Mass Health (if you are a dependent of your parent) cannot be used to waive this requirement.                  

Part-time students may no longer purchase this insurance.

Pay Tuition by the Due Date or you could get dropped from your classes! If you want to re-register, you will have to pay when you register. NECC cannot guarantee that the same classes will be available. If you are not planning to attend, call 978.556.3700 to drop your classes before the term begins, or you will have to pay for the classes, whether or not you attend.

Non- Payment Policy

It is the policy of the Board of Higher Education that students or former students who are listed by the Bursar as having unpaid debts for tuition or other college-related charges, where said debts have not been discharged by operation of law or where deferred payment of said debts has not been agreed to by said college will not (1) be issued any diploma to which said students might otherwise by entitled; (2) be permitted to register for any program at any state college for which said students might otherwise be eligible; and (3) be furnished a certified copy of any state college transcript, although said students will be entitled, upon written request, to inspect and review uncertified copies of their transcripts.

Students with unpaid debts will not be permitted to register for future semesters nor receive official transcripts. Furthermore, after diligent efforts have been made to collect delinquent debt, accounts will be turned over to a collection agency where a 20% collection fee will be assessed. The College will also refer the debt to the Commonwealth's new Intercept Program which intercepts payments to the debtor by the Commonwealth as well as state income tax refunds being issued to these individuals.
