Public Hearing: Northern Essex Community College (NECC) Haverhill Campus Athletic Facilities
May 18, 6:00 pm to 7:00 pm
Northern Essex Community College (NECC) in collaboration with the Division of Capital Asset Management and Maintenance (DCAMM) hereby gives notice under 810 CMR 2.05 that it intends to: (i) submit a project proposal to the asset manager (the “Board”); and (ii) hold a public hearing on the proposed project which has been granted Preliminary Project Approval by the Board.
The proposed project is for a long-term lease of a portion of the campus to improve the athletic, health & wellness facilities on Commonwealth-owned property at NECC’s Haverhill Campus through an alternative disposition process. The lessee would be selected via a competitive process and would be charged with securing all necessary approvals, permits, and financing. The value of the project is to be determined by appraisal and bidding.
The Commonwealth is contemplating partnering with a third-party with the capacity to design, permit, finance, construct, and operate facility improvements on the Campus to achieve three main goals:
I. Advance NECC’s mission by better serving their students of today and the future with health and wellness offerings;
II. Enhance NECC facilities in a cost-effective way; and
III. Foster better connectivity with the surrounding community to advance shared values and
attract and retain students.
The draft Final Project Proposal (FPP) is available at https://www.necc.mass.edu/discover/health-wellness-project/. Copies are also available by emailing Leo.Stella@mass.gov. Please note the draft FPP may be updated periodically throughout this process.
The public hearing will be held at NECC’s Haverhill Campus on Thursday, May 18, 2023 at 6pm in room TC103 of the Hartleb Technology Center. Public comments will be accepted at the hearing.
The deadline for submitting written comments is Monday, June 5, 2023 at 4pm ET. Comments may be submitted on the website or by email to Leo.Stella@mass.gov
