Parking Decal and Parking Citation FAQs

1. Where may I park?

A Student, faculty, or staff member who has purchased a valid parking decal is able to park in permitted parking lots. Anyone without a valid parking decal must park their vehicle in a non-permitted parking lot (see below for free parking locations).

2. Where is free parking located?

In Haverhill, free parking is located in the designated area in the Hartleb Technology Center parking lot. In Lawrence, there are five (5) visitor parking spaces in the Goudreault parking lot, that do not require a permit. If parking in the designated NECC parking area at Riverwalk (located in the lot to the left as you turn into the Riverwalk campus) a parking permit is required. Parking in the open area to the right entering the lot does not require a permit.

3. Where may I purchase a parking decal?

Parking decals can be purchased online through www.PermitSales.net/NECC. You may pay by debit or credit card, VISA, MasterCard, or Discover. Individuals will receive a receipt via email to be placed on their driver side dashboard until they receive their parking decal in the mail. The decal must be displayed on the lower front driver’s windshield. If for any reason the decal cannot go in this location, it should be placed on the lower portion of the driver’s side door window. The decal must be visible and completely legible from the outside of the vehicle at all times while on any NECC property. If a student, faculty, or staff member does not have access to a debit or credit card, they can pay by personal check or with exact change (cash) at the Payments Window on the ground floor of the Ourania Behrakis Student One-Stop Center on the Haverhill campus, or the Welcome Express Center in the Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St. in Lawrence.

4. I only take classes at the Riverwalk location, do I need a parking decal?

Yes. If parking in the designated NECC parking area at Riverwalk (located in the lot to the left as you turn into the Riverwalk campus) a parking permit is required. Parking in the open area to the right entering the lot does not require a permit.

5. I attend night classes only. Do I need a parking decal?

Yes. The parking policy is enforced 24 hours a day, seven days a week.

6. I withdrew from my classes after the semester began. Can I receive a refund for my parking decal?

No. Refunds will not be issued, except in the case of students who withdraw from classes one business day prior to the start of the semester.

7. If I am a student and have a valid parking decal, can I park in Reserved and Visitor spaces?

No. Reserved spaces are assigned to faculty and staff. Visitor spaces are reserved for visitors to NECC only. Those in violation will receive a parking citation.

8. I have a new vehicle, what should I do?

If you purchase a new vehicle and you have a valid parking decal, remove the parking decal from the old vehicle and place it on the new vehicle.

You must report the change of vehicle to the Bursar’s Office (at the Payments Window in the Ourania Behrakis Student One-Stop Center in Haverhill) with the new vehicle information. Failure to do so will result in a parking citation if it is discovered that the parking decal does not match the vehicle information.

9. What should I do if I routinely drive more than one vehicle to the College?

If an individual uses more than one vehicle on a routine basis, after purchasing an initial parking decal, a second parking permit may be requested at no additional cost from Public Safety and Security Office, Haverhill Campus, Technology Center, TC-122, or Lawrence Campus, Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St., Public Safety Desk.

For temporary use of an alternative vehicle, a temporary parking permit may be requested from the Public Safety and Security Office, Haverhill Campus, Technology Center, TC-122 , or Lawrence Campus, Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St., Public Safety Desk.

This temporary parking permit is to be placed on the driver’s side dashboard of the second vehicle.

10. My parking decal was lost or stolen. What should I do?

In the event that a parking decal is lost or stolen, it must be reported to the Public Safety and Security office, Haverhill Campus, Technology Center, TC-122 or Lawrence Campus, Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St., Public Safety Desk, immediately to avoid getting parking citations. After reporting, a new decal must be purchased.

11. I purchased a current parking decal for my vehicle, but I need to drive a different vehicle for a few days (vehicle repairs, rental vehicle). What should I do?

You must register your temporary vehicle with Public Safety and Security Office, Haverhill Campus, Technology Center, TC-122 or Lawrence Campus, Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St., Public Safety Desk to receive a temporary parking permit to avoid parking citations.

12. I have a State issued disabled placard. Do I need to purchase a College parking decal?

No. Individuals who have state issued handicap placards do not need to purchase a parking decal if they park in handicap spaces ONLY. It is recommended, but not required, that individuals purchase a parking decal in the event that no handicap spaces are available so as to avoid a parking citation, and, in the event of an emergency, Public Safety can identify the driver of the vehicle.

13. I am a faculty member that is starting work in spring, do I need to pay for a full year parking decal?

Yes, the fee is $12.00 and is good for an entire year, September 1 through August 31 and is not prorated regardless of the date it is purchased.

14. How should I pay my parking citation?

Parking citations may be paid online at https://www.PermitSales.net/NECC by debit or credit card, VISA, MasterCard, or Discover. If a student, faculty or staff does not have access to a debit or credit card they can pay by submitting all their citation notices with exact change (cash), at the Payments Window on the ground floor of the Ourania Behrakis Student One-Stop Center on the Haverhill campus.

15. Under what circumstances will my vehicle be booted?

A boot will be placed on your vehicle if you have any unpaid parking citations and/or late fees that total $75.00 or more. If a vehicle is booted, there is a $20.00 administrative fee assessed. If your vehicle is booted, the boot cannot be removed until the administrative fee, all unpaid citations, and/or late fees have been paid in full. The total amount due may be obtained online at https://www.PermitSales.net/NECC, or by visiting a Public Safety and Security Office, Haverhill Campus, Technology Center, TC-122 or Lawrence Campus, Dr. Ibrahim El-Hefni Allied Health and Technology Center at 414 Common St., Public Safety Desk.

A boot may also be placed on your vehicle if it is parked in a fire lane or inappropriately in a space reserved for Handicapped Parking.

16. I believe I received a parking citation in error. How should I appeal it?

Parking citations can be appealed by contacting the Director of Public Safety & Security Office, Haverhill campus, 978-556-3689, Technology Center, TC-122 or Lawrence campus, 978-738-7696, Room 015, Amesbury Street or online at www.PermitSales.net/NECC. Under normal circumstances you should receive a decision regarding your appeal within 7 business days of filing.
